Greek man charged in NY Dali theft pleads guilty

NEW YORK (AP) ? A Greek man has admitted to stealing a Salvador Dali painting from a New York City gallery, only to return it in the mail.

Phivos Istavrioglou pleaded guilty on Tuesday following his arrest in the theft of a work titled "Cartel de Don Juan Tenorio."

Prosecutors say the fashion industry publicist walked into the Manhattan gallery in June, put the painting valued at about $150,000 in a shopping bag and walked out. He anonymously mailed the piece back to the United States from Greece after seeing news coverage of the theft.

Under the plea deal, Istavrioglou avoids additional jail time if he remains incarcerated until his formal sentencing on March 12. He also must pay more than $9,000 in restitution.

His lawyer said it was a stupid thing to do.

Boehner Hopes Senate 'Gets Off Their Ass'

House Speaker John Boehner used some choice words to pressure Senate Democrats to avert the looming sequester - $85 billion of arbitrary across-the-board cuts - insisting that "the House has done its job" and the burden to offer an alternative before the cuts strike Friday is on the president's party.

"We have moved the bill in the House twice," Boehner, R-Ohio, said. "We should not have to move a third bill before the Senate gets off their ass and begins to do something."

Hours later, Senate Majority Leader Harry Reid, D-Nev., said the speaker needs a reality check about who is sitting idly by as the impending sequester cuts prepare to take hold at the end of the week.

"He should understand who is sitting on their posterior," Reid told reporters at a Capitol news conference Tuesday. "We're doing our best here to pass something. The speaker's doing nothing to try to pass anything over there. He's falling back onto what he said they did last Congress.

"Well, we have something called the constitution that you have to start over again every two years and the reason he's not bringing something up over there is because he cannot pass it. He can't get his caucus to agree on anything as we learned last year," Reid continued. "So he can't say to us, 'Why don't you get something done' when he hasn't even been trying to get anything done."

Reid used the word "ass" twice when describing Boehner's earlier remarks.

"I was raised in a little town that had 13 brothels in it so I'm used to some pretty salty language as you know," Reid said before repeating Boehner's use of the profane language. "The speaker today said - he's not that category for sure - but Boehner hopes [the] Senate gets off their ass. And it's quite interesting, we should not have to move a third bill before the Senate gets off their ass and begins to do something."

House Republicans voted twice during the 112 th Congress to narrowly pass legislation to offset sequestration with alternative savings, but those measures languished in the Senate and expired with the end of the session.

Reid suggested the $85 billion in across the board cuts should go into effect if Republicans won't agree to increasing taxes as a means of averting the sequester.

"Until there's some agreement on revenue, I believe we should just go ahead with the sequester," Reid said.

Boehner criticized President Obama for taking a Virginia road trip "to use our military men and women as a prop in yet another campaign rally to support his tax hikes."

"I don't think the president's focused on trying to find a solution to the sequester," he said. "For 16 months, the president's been traveling all over the country holding rallies, instead of sitting down with Senate leaders in order to try to forge an agreement over there in order to move the bill."

Considering Republicans have not acted in the current session of Congress on any legislation to replace the sequester, House Democrats question whether there is sufficient support to pass the old GOP proposal.

"I don't think I need to give the Speaker a lesson in legislating or how government runs, but whatever was done last year that didn't get signed into law has evaporated. It is gone. It does not exist," California Democratic Rep. Xavier Becerra, the chairman of the House Democratic Caucus, said today. "This is a new year, a new session of Congress and it's time for everyone to get to work."

Boehner deflected a question whether he believes his weakened majority could pass the Republican bill again, and returned his attention to pushing for a vote in the Senate.

"It's time for the Senate to act. It's not about the House," he responded. "We've acted."

Related: Sequester Timeline - When Will Cuts Kick In?

"Where's the president's plan to avoid the sequester? Have you seen one? I haven't seen one," Boehner added. "All I've heard is that he wants to raise taxes again. Where's the president's plan? Where's the Senate Democrat plan? I want to see it."

Republican senators held strong on their view that the president needs to agree to spending cuts in order to avert the looming sequester, and Senate Minority Leader Mitch McConnell said he's willing to provide the president with the "flexibility" to find those cuts.

"Senate Republicans do not believe that it's a good idea to walk away from that commitment to cut spending," McConnell said. "My own view is I'd be happy to provide the president with the flexibility to do that differently than the way it's mandated in the sequester."

Related: States Prepare for Sequester

"This is not an issue or problem that needs to be solved or attempted to be solved by raising taxes again," Senate Minority Whip John Cornyn, R-Texas, added following lunch with his GOP colleagues in the Capitol. "The president got his pound of flesh in the fiscal cliff negotiation, $600 billion in additional taxes over 10 years. Now it's time for the balanced part of that equation which means we have to rein in federal spending."

McConnell also told reporters Republicans may present several alternatives to the Democrats' sequester proposal later this week, but Reid said he would not allow multiple Republican bills to be considered.

"The agreement was they'll have a bill. We'll have a bill. That's fair enough," Reid said.

Senate leaders are expected to introduce and vote on their respective plans later this week, perhaps by Thursday.

Reid accused Congressional Republicans of being "part of the problem" in finding a solution to the upcoming cuts, pressing for new tax increases to help offset the sequester.

"We want to work with Republicans to come to a balanced responsible way to reduce this sequester, the impact of it. My republican colleagues are standing in the way," Reid, D-Nev., said on the Senate floor. "They only want cuts and more cuts."

Although McConnell has said he is not interested in a last-minute deal, Boehner said "If the Senate acts, I'm sure the House will act quickly."

The House is meeting for legislation business today, although no action to avert the sequester is expected. The House also meets Wednesday and Thursday, but is currently not expected to be in session on Friday.

Reid suggested the $85 billion in across-the-board cuts should go into effect if Republicans won't agree to increasing taxes as a means of averting the sequester.

"Until there's some agreement on revenue, I believe we should just go ahead with the sequester," Reid said.

This post was updated Tuesday afternoon to incorporate the latest developments in the Senate.

Senior Health and Fitness: Osteoporosis and Dowager's Hump

?

Yoga is the perfect exercise.?? Our Senior Center yoga instructor is determined to keep her students from developing a dowager?s hump.? Her other passion is making sure that we can swivel out necks around to look behind us, which is not as easy as it sounds. ??I think about her and appreciate her efforts every time I look over my shoulder to change lanes or back up my car.

Last week the entire session focused on exercises and stretches that involve the spine.?? A proud erect posture may require some effort on your part.?? I am sure you will agree that there are days when your head feels really heavy.? Your neck and shoulders may ache, and it takes a conscious effort to roll your shoulders back and look straight ahead.? It is at times like this that a good yoga session is worth its weight in gold.? If you haven?t tried yoga you might be missing out on something really important in your life.

When we were kids our mother?s were always reminding us to stand up straight and not to slouch.? I am not sure when that piece of advice stopped being in vogue, but Elizabeth Welch reminds us (Chiropractic Journal: January 2012) that the bent over posture seen in older people starts at an early age. ??A youth slumped in front of a television or computer for hours on end may very well be inviting problems further on down the road.? The head is heavy and letting it slouch forward habitually may lead to tiny breakdowns throughout the spine.

?Age related changes in the body increase the odds of getting osteoporosis, dowager?s hump, and fractures. ??Many undesirable changes (waning strength, flabby physique, failing health, faulty memory and dowager?s hump) were once thought to be inevitable signs of old age, but that isn?t necessarily written in stone. ??Today we know that bone disease can be prevented and walking around looking down at your feet is not inevitable.

What does that dowager?s hump mean to you and to your bid for independent living? ?If you lose the ability to walk, stand up straight, or dress yourself without pain it is difficult to take of yourself.?? Bone health is important but it isn?t all about taking the right drugs.? Get moving now and you can slow, stop or even reverse some of these changes.? You?ve heard all of the recommendations: calcium, vitamin D, maintaining a health weight, being physically active and minimizing the risk of falls.

Good posture is still important. Osteoporosis doesn?t happen overnight.? The slow erosion of bone happens slowly and quietly, without your knowing it.? Tiny fractures can steel inches from your height and collapse your posture and ultimately the dowager?s hump.? Learn all that you can about bone disease and stride into the future confidently.

Prostate cancer research underway in NI - UTV Live News

Published Monday, 25 February 2013

The Biomedical Sciences Research Institute, at the university's Coleraine campus, is developing drugs that target prostate tumours in a new way.

The research will focus on the key areas of understanding risk, improving diagnosis and treatment options for men living with the disease.

To fund their work, they have won a share of ?11m from the charity Prostate Cancer UK.

As part of its MANifesto, the charity has pledged to find answers, through research, into what they have described as a "neglected disease." Currently very few treatments are available.

Across the UK, prostate cancer kills around 10,000 men every year. Despite this, scientists know relatively little about the disease partly because, historically, research into prostate cancer has been underfunded.

Dr Tom Black, a family GP, said the disease is becoming more common because people are living longer.

"So if you live longer then you get diseases that are more common in old age. Prostate cancer is a disease that would mostly occur in men over 65 - in fact, 85% would be in men aged over 65."

Dr Jenny Worthington is leading the team making exciting progress developing a new type of treatment.

"We have done some preliminary studies so we know that our treatment works," she explained.

"We've done those experiments, what we need to do is take that next step to do a clinically relevant treatment schedule that can be used to inform clinical trials say within the next five years."

She continued: "The area that we are interested in is hypoxia because there are areas in tumours that are very low in oxygen concentrations and these are really important in terms of treatment because these areas are resistant to chemotherapy and resistant to radiation.

"What we have is a drug that specifically kills these cells, so by combining it with normal treatments we hope to be able to control the disease for much longer."

Dr Worthington said that if the disease is detected early enough, as with all cancers, prostate cancer can be treated.

Stunning seeds: a biological meteor wreathed in flames

A meteor burns as it tears through the atmosphere. No, wait, it's a nutmeg seed - licked not by flames but by strands of its dried covering, called mace.

Nutmeg and mace are well known for their culinary uses, but for artist Svjetlana Tepavcevic they are reminders of death. "I look at that and I think of all-consuming fire," she says. "Yet fire is both a source of life and a destroyer."

Tepavcevic's relationship with seeds began when she found an alien-looking object 5 minutes from her old house in Los Angeles. Dusty and broken, it might as well have fallen from space. "It looked like a cross between a porcupine and a cannonball," she says. "I was stunned by my own ignorance."

Gradually, she built up an awareness of the great diversity of seeds in southern California. "I let myself notice them, finding surprise in an ordinary moment," she says. On hikes, she would fill her pockets with them, then carry them home to take their portraits with a flatbed scanner.

SvjetlanaTepavcevicMeans615.jpg

Now based in Washington DC, Tepavcevic plans to publish a book of her portraits. The skeletal structure (above), for example, is the inner lining of the seed pod of Marah macrocarpus or bigroot, a type of wild cucumber that twines around trees. What looks like a bisected apple (below) is the seed pod of Koelreuteria elegans, the Chinese rain tree.

SvjetlanaTepavcevicMeans1191.jpg

Since moving to the East Coast, Tepavcevic has found herself missing California's plant life. "You've got things growing there from all over the world," she says. Now she relies on friends to help her gather oddities. The nutmeg seed was given to her by a friend from India, who sent a message that sticks in Tepavcevic's mind: "Do you have time to meet? I've got a totally badass seed!"

Downsizing an empty nest may not always pay off

When approaching retirement age in an empty nest, is it better to age in place, or is it more economical to move to a smaller nest? Author and retired lawyer Boyd Lemon, who now lives in a rented one bedroom apartment in St. Marys, Ga., estimates his monthly living expenses are about $1,000 lower than when he lived in a three-bedroom condo he owned in California.

It seems a reasonable conclusion: Living on a smaller scale may mean fewer expenses, such as lower mortgage or rent, lower maintenance costs and lower utility bills. However, a move to a smaller home does not necessarily guarantee savings.

Those considering scaling down need to consider the drop in value of their current home, fees and commissions on selling that property, and mortgage costs and refinancing fees, according to SmartAboutMoney.org, which draws from surveys conducted by the National Endowment for Financial Education. "If you can't cut your expenses by at least 25 percent, downsizing may not be a suitable option for many Americans," according to the organization.

There are also human factors that can work against well-intentioned retirees. "Many clients want to downsize, but their egos tend to get in the way," Caroline Delaney, executive vice president of Hillis Financial Services. "They may move into a smaller home, but many have difficulty actually cutting back money-wise. The initial purpose of downsizing is to have a smaller monthly outlay, yet the money they may save in mortgage payments ends up going to remodeling the new home or a new car payment." She recommends that retirees make sure they are actually reaping the benefits of scaling down.

Read More: America's Top Places for Boomers to Retire

"Taxes are also a crucial consideration when downsizing," Delaney said. "This varies by state and some research needs to be done if deciding to rent or buy during retirement."

Another cost to consider is lifestyle costs for those who move away from costly cities ? and their entertainment and friends ? and now will have to travel to get to them.

Meanwhile, retiree Lemon has found that divesting most of his material goods in his move to a smaller place has been a liberating step, though not one that is easy to quantify.

"Unless you're a compulsive shopper, there's an incentive to stop buying stuff, and I have. It's a significant savings," he said. "I think, though, more important it's not just a matter of saving money, it's a matter of what you do with your time. If you don't have a lot of stuff, you save a lot of time not having to maintain it or repair it or go shopping for more stuff."

Since his retirement in 2007, he's written six books, most recently "Retirement: A Memoir and Guide."

Services have risen to help seniors downsize their lives, from the nationwide company Caring Transitions to retirement communities such as the AF Village West in Riverside, Calif.

"You need to establish current value of your existing home, calculate your share of any closing costs, what the financing costs are of the new home, and then calculate all the additional costs of moving, what your heating and cooling bills will be in the new home, and what if any repairs or improvements are needed in the new home," said Chris Seman, president of Caring Transitions. "If you don't have enough equity in the home the savings of moving could be quite minor. The decision then becomes, where would you be happier? If you save a very small amount to leave a home you love for one you do not, it isn't worth moving."

Read More: Why Seniors Face Retirement 'Perfect Storm' in 2013

Looking only at the numbers, it doesn't always pay to move, said Joel Danick, co-founder of TAD Relocation. "But if you take more than only the financials into consideration, the emotional piece, the social piece, the physical piece, then downsizing becomes less about the dollar figure and more about measuring the quality of life."

The timing of a downsizing is also a critical consideration, he said. "It is an almost inevitable event that you cannot physically and possibly even financially keep the house in which you raised your children," Danick said, "and the older one gets, the more difficult ? physically and emotionally ? a move gets. The longer you stay in a home, the more overwhelming it becomes to move. If you move when you can enjoy the move, then moving isn't traumatic."

Whether or not one decides to sell, "Cashing in on your home's value and downsizing should not be the only strategic card you are prepared to play in terms of funding your retirement," said Elle Kaplan, CEO and founding partner of Lexion Capital Management. "Ideally, retirement planning begins decades before you plan to retire."

Genomic detectives crack the case of the missing heritability

Monday, February 25, 2013

Despite years of research, the genetic factors behind many human diseases and characteristics remain unknown. The inability to find the complete genetic causes of family traits such as height or the risk of type 2 diabetes has been called the "missing heritability" problem.

A new study by Princeton University researchers, however, suggests that missing heritability may not be missing after all ? at least not in yeast cells, which the researchers used as a model for studying the problem. Published in the journal Nature, the results suggest that heritability in humans may be hidden due only to the limitations of modern research tools, but could be discovered if scientists know where (and how) to look.

"The message of our study is that if you look hard enough you will find the missing heritability," said the senior researcher, Leonid Kruglyak, Princeton's William R. Harman '63 and Mary-Love Harman Professor in Genomics and a Howard Hughes Medical Institute Investigator. Kruglyak worked with first author Joshua Bloom, a Princeton graduate student; Wesley Loo, a 2010 Princeton graduate now a graduate student at Harvard University; Thuy-Lan Lite, Class of 2012, who is working at the National Institutes of Health for a year before starting graduate school; and Ian Ehrenreich, a past Princeton postdoctoral researcher now at the University of Southern California.

"We don't think there is some fundamental limitation ? such as that there are things we don't understand about how genes behave ? that is holding us back," Kruglyak said. "Instead, we should be able to detect the heritability in humans if we use the right tools."

Passed down from parent to child, genes determine not only eye color and other physical characteristics but also the risk of diseases. Some inherited diseases are caused by a mutation in a single gene. These single-gene disorders have well-defined patterns of inheritance that can be used to predict the chances that an individual will inherit the disease.

However, many diseases and physical traits arise due to multiple genes, multiple locations within genes, and even the regions of DNA between genes. Across the genome ? which is an individual's total genetic content ? small variations in DNA code can, when added together, increase or decrease the likelihood that a person will develop a disease or characteristic.

Height, for example, results from variations in DNA at multiple locations on the genome. Researchers have detected about 180 locations in the human genome where small alterations in the DNA code can have an influence on how tall or short a person is. Nonetheless, these locations account for only 13 percent of the expected contribution genetic code has on a person's height.

Type 2 diabetes also has missing heritability: About 40 identified genome locations are associated with the risk of developing the condition, but those account for only 10 percent of the estimated genetic influence. Finding the missing heritability for diseases like type 2 diabetes, Crohn's disease and schizophrenia could help inform prevention and treatment strategies.

In the present study, the researchers scanned the genomes of yeast cells for DNA variations ? which can be thought of as spelling errors in the four-letter DNA code ? and then matched those variations with qualities or characteristics inherited from the cells' parents. This type of study, known as a genome-wide association study (GWAS), is a common tool for searching for diseases and traits associated with variations in the genome. The researchers detected numerous DNA variations that, when added together, accounted for almost all of the offsprings' inherited characteristics, indicating that there was very little missing heritability in yeast.

Although the search for heritability was successful in yeast, finding missing heritability in humans is far more complicated, Kruglyak said. For example, interactions between genes can contribute to heritable traits, but such interactions are difficult to detect with genome-wide association studies (GWAS), which are the primary means by which geneticists look for DNA variations associated with diseases or traits. In addition, environmental factors such as nutrition also can influence gene activity, and these influences can be elusive to the genome-wide study. GWAS also may be inadequate at detecting common DNA spelling errors that have only small effects, or it may fail to find DNA variations that have a large effect but are rare.

The study sheds light on the role of nature (genetic factors) versus nurture (environmental factors) in determining traits and disease risk, according to Bert Vogelstein, director of the Ludwig Center at the Johns Hopkins University School of Medicine and a Howard Hughes Medical Institute Investigator.

"The nature versus nurture argument has been brewing for decades, both among scientists and the lay public, and 'missing heritability' has been problematic for the 'nature' component," said Vogelstein, who was not involved in the Princeton study.

"This beautiful study demonstrates that the genetic basis for heritability (nature) can be precisely defined if extensive, well-controlled experiments can be performed," Vogelstein said. "Though the results were obtained in a model organism, I would be surprised if they didn't apply, at least in part, to higher organisms, including humans."

Kruglyak said that one approach to finding the missing heritability in humans might be to apply genome-wide scans to large families, rather than focusing on large populations as is currently done. Family studies take advantage of the fact that the same genetic variations will be more common in families ? and thus easier to detect. However, the disadvantage of family studies is that the detected genetic variations may not be widespread in the population.

For the study in yeast, the team examined the offspring of two yeast cells, one that is commonly used in laboratory studies and the other in wine making. Although yeast usually reproduce asexually, under certain conditions, such as lack of food, two yeast cells will mate and produce offspring that, like human children, receive roughly half their genetic material from each parent. "Our study involves thousands of 'kids' from a single set of parents," Kruglyak said.

The team first sequenced the genomes of the two parent cells and then conducted scans for DNA variations in the genomes of 1,008 offspring. Yeast do not inherit height or disease risk from their parents, but they can inherit the ability to survive in adverse conditions. The researchers tested the parents and their offspring for the ability to grow under various conditions, including different temperatures, acidity levels, food sources, antibiotics, metal compounds, and in drugs such as caffeine.

The researchers then looked for associations between the DNA variations inherited from the parents and growth ability, and determined that the DNA variations accounted for nearly all of the resilience noted in the offspring.

Tabasco CEO Paul McIlhenny, Bayou bon vivant, dies

Paul McIlhenny, the chairman and chief executive of the Louisiana company that makes Tabasco brand pepper sauce, has died at age 68, the McIlhenny Co said on Sunday.

McIlhenny died on Saturday, the family-owned company said in a news release that described him as "a true bon vivant" whose passions included hunting, fishing, wine-tasting and game cooking.

He was a sixth-generation member of the McIlhenny family to live on Avery Island in the southern Louisiana bayou, and a fourth-generation member to produce pepper sauces sold worldwide under the Tabasco brand.

The McIlhenny company was founded in 1868 on Avery Island. It supplies hot sauce to the U.S. presidential plane Air Force One and to Britain's royal family, the Times-Picayune newspaper said on its website.

Paul McIlhenny joined the company in 1967 and directly oversaw the production of its sauces for 13 years, expanding both its line of spicy sauces and the array of aprons, neckties and other merchandise bearing the familiar red-and-green Tabasco logo.

He spent much of his time in New Orleans and in 2006 he reigned as Rex, the first King of Carnival during Mardi Gras celebrations after the city was devastated by Hurricane Katrina.

"All of McIlhenny Company and the McIlhenny and Avery families are deeply saddened by this news," said Tony Simmons, president of McIlhenny Co and fifth-generation McIlhenny family member. "We will clearly miss Paul's devoted leadership but will more sorely feel the loss of his acumen, his charm and his irrepressible sense of humor."

Tulsa World sold to Warren Buffett's Berkshire

Billionaire Warren Buffett's Berkshire Hathaway said Monday that it is buying the Tulsa World, bringing its newspaper unit to 28 small- or medium-sized dailies.

The privately held Tulsa newspaper has a daily circulation of 95,000. The sale was reported Monday by the Tulsa World and Berkshire's Omaha World-Herald, whose executives oversee the company's newspapers.

Terms of the deal, which is expected to close in March, weren't disclosed.

Terry Kroeger, who runs Berkshire's newspapers, said the Tulsa paper will be a great fit. "The Tulsa World is a special newspaper in an outstanding market and we are honored to have the opportunity to own it," Kroeger said in a statement.

Buffett did not immediately respond to a message Monday about the Tulsa World acquisition.

The chairman of the World Publishing Company, which owns the Tulsa World, said selling to Berkshire would provide a secure future for the Tulsa newspaper.

"Our family takes great pride in the Tulsa World and its many years of service to Tulsa and Oklahoma," Robert Lorton Jr. said. "The newspaper business has become a difficult business model within a changing society and in particular for local family owned newspapers."

Besides daily newspapers, Berkshire owns 40 other newspapers that publish less frequently and other monthly publications and regional magazines. The growing media chain owns newspapers in Nebraska, Iowa, Texas, Oklahoma, Virginia, North Carolina, South Carolina, Alabama and Florida.

Berkshire bought 63 Media General newspapers last year for $142 million to launch its newspaper unit. At the end of 2012, Berkshire did close the Manassas News & Messenger, a Virginia newspaper, because it was struggling to compete in the Washington suburbs.

But Berkshire has continued buying newspapers since then with the addition of the Greensboro, N.C., News & Record last month, and now the Tulsa World.

Buffett has said newspapers that are the primary source of information about their communities will continue delivering decent returns. Buffett, who is Berkshire's chairman and chief executive, has said he won't try to influence the newspapers' editorial policies.

Newspapers are still a relatively small part of Berkshire Hathaway, which owns an assortment of more than 80 subsidiaries and holds major stakes in companies like Coca-Cola Co., Wells Fargo and IBM.

Berkshire's subsidiaries include Geico and General Reinsurance, BNSF railroad, MidAmerican Energy utility, Fruit of the Loom, Nebraska Furniture Mart, Dairy Queen and many others.

African leaders sign deal aimed at peace in eastern Congo

ADDIS ABABA (Reuters) - African leaders signed a U.N.-mediated deal on Sunday aimed at ending two decades of conflict in the east of the Democratic Republic of Congo and paving the way for the deployment of a new military brigade to take on rebel groups.

Congo's army is fighting the M23 rebels, who have hived off a fiefdom in North Kivu province in a conflict that has dragged Congo's eastern region back into war and displaced more than half a million people.

U.N. Secretary-General Ban Ki-moon, who witnessed the signing in the Ethiopian capital Addis Ababa, said he hoped the accord would bring "an era of peace and stability" for Congo and Africa's Great Lakes, and added that he would soon name a special envoy for the region.

The Great Lakes area, where colonial era borders cut through ethnic groups, has in the last 20 years been a crucible of conflict that has launched multiple uprisings and invasions.

"It is only the beginning of a comprehensive approach that will require sustained engagement," Ban said of the accord, which did not include any representatives of rebel groups.

The agreement was signed by leaders and envoys of 11 African countries, including Rwanda and Uganda, which have been accused by U.N. experts of stoking the rebellion. They deny the accusation.

Speaking after the signing, Ugandan Vice President Edward Ssekandi said the deal could speed up the deployment of a new, U.N.-flagged intervention force to take on the rebels.

"We should be able to fast-track the ongoing consultation so that the force, with a robust mandate and capability, is put in place," he said.

African leaders failed to sign the deal last month after a disagreement over who would command the force.

The U.N. Security Council welcomed the signing of the deal on Sunday and called on Ban to keep the 15-member body informed of its implementation and any breaches of the commitments.

"The members of the Security Council remain deeply concerned by the worsening security and humanitarian situation in the eastern part of the Democratic Republic of Congo," the council said in a statement.

A fresh rebellion launched in May 2012 by the M23 group has brought more fighting and displacement to eastern Congo. In November the rebels seized the provincial capital Goma, but left the city to open the way for peace talks, which are being held in neighboring Uganda.

REBEL DEMANDS

Those separate talks between Congo's government and the rebels are aimed at reaching an agreement on a range of economic, political and security issues, including amnesty for "war and insurgency acts", the release of political prisoners and reparation of damages due to the war.

But the rebels have broadened their goals to include the removal of Congolese President Joseph Kabila and "liberation" of the entire Congo.

Bertrand Bisimwa, M23's spokesman said he had not read the full details of the Addis Ababa deal, but hoped it would not reignite fighting between them and government troops.

"What I can say is that if they are choosing the way of peace we are fine with that, but if they are choosing to continue the war then we're against," he told Reuters.

Uganda's Ssekandi said the talks in Kampala were now focused on security and that their discussions were so far positive.

Kabila said the talks with rebels would continue, but there was little time left before a March 15 deadline to complete them.

"What we have done in Addis is just a diplomatic measure. The discussions in Kampala will continue but we need to pay attention to the fact that we do not have a lot of time," Kabila told a news conference after signing the deal.

ADDIS DEAL NOT THE END

Successive cross-border conflicts have killed and uprooted millions in the Congo basin since the colonial era, driven by political and ethnic divisions and competition for vast mineral resources like gold, tin, tungsten and coltan - a precious metal used to make mobile phones.

Rwanda's President Paul Kagame said Sunday's deal should not be taken as an end in itself, but as part of continuing peace process.

"At the heart of our efforts, we have to keep in mind the rights, interests and aspirations of the afflicted populations, caught up in the recurring waves of violence," he said.

The U.S. ambassador to the United Nations, Susan Rice, welcomed the agreement and called on the Congo government to build on the deal to restore authority in the east.

In an apparent reference to the role of Rwanda and Uganda, Rice said in a statement: "It is equally imperative that the DRC's neighbors respect its sovereignty and territorial integrity by preventing external support to armed groups, which is a violation of international obligations."

Theodore Trefon, a regional analyst and author of the book "Congo Masquerade", said he believed the Addis agreement and the stalled peace talks in Kampala had failed to look for long-term solutions or tackle underlying grievances which had stoked violence in the region.

"You're not going to be able to impose peace from above or the outside on people who don't want peace. Lots of local actors have hidden agendas," he told Reuters from Brussels.

Tiny tweezers and their big influence on bustling proteins: Scientists investigate molecular 'clothespins'

Feb. 22, 2013 ? Tiny molecular tweezers have a remarkable impact on bustling proteins: Three research groups from the University of Duisburg-Essen (UDE), the Chemical Genomics Centre of the Max Planck Society in Dortmund and the Max Planck Institut f?r Kohlenforschung in M?lheim found that the molecular tweezers designed by Professor Frank Kl?rner at the UDE can be used to regulate protein -- protein interactions by selectively trapping certain residues of the protein -- and stick like a clothespin.

The research groups of Thomas Schrader (UDE), Christian Ottmann (Chemical Genomics Centre) and Elsa Sanchez Garcia (MPI f?r Kohlenforschung) believe that this might be a promising approach for applications in medical research, as the water soluble tweezers act without inducing toxicity or explicit side effects.

The scientists have tested their small tweezers on proteins that have influence on many processes in the human body. "We also wanted to know how they work," says Dr. Elsa Sanchez Garcia, leader of a Max Planck research group at the Max Planck Institut f?r Kohlenforschung. The chemists have found out that although their tweezers prefer to bind at the amino acid lysine, the protein surrounding of the lysine influences the trapping of the tweezers. Thus, with computer simulations Dr. Sanchez Garcia and her colleague Kenny Bravo Rodriguez have shown which type of lysine the tweezers prefer -- and why that is the case. Their work also allowed to lay down rules for predicting the behavior of the tweezers in the presence of proteins with several lysine residues.

Although the tweezers research is at early stages, their potentiality makes it worth for medical researchers to have a closer look at these results. The 14-3-3 adapter proteins (14-3-3) that the scientists used for their experiments are small recognition proteins that influence many physiological processes by binding their targets via short peptide sequences and modulating their function. For instance, they are able to stabilize certain tumor suppressors. Because of their important role in many biological processes, 14-3-3 proteins are prospective therapeutic agents against severe disorders, such as cancer.

The three research groups published their findings in the Nature Chemistry.

A VC: Venture Capital Returns

This post is for everyone who thinks venture capital is an easy business. I'd like to dispel that notion.

Here are short term and long term returns for the venture capital business over the past ten years compared to the public equity markets in the US.

Venture capital returns

These numbers don't include the internet bubble of the late 90s, so they are just for the past ten years.

What jumps out at me is there are no venture capital returns in this set of numbers that break double digits. When I got into the business in the mid 80s, I was schooled that you needed to produce at least 20% annual returns net to the limited partners to stay in business.

The ten year comparisons to the public markets are also challenging. The NASDAQ Composite beats later and expansion stage funds and all the public indexes beat early and multi-stage funds.

The performance of early stage funds is particularly disappointing. You would expect early stage funds to underperform in the early years. But ten years out, you would expect to see early stage outperform multi and late stage. More risk should produce more return.

This is Cambridge Associates data so it is based on many of the leading venture capital firms and it spans tech, biotech, cleantech and other areas. I believe this is a good representation of the overall performance of the VC business in the US.

Early stage investing is hard. You lose more than you win. And when you win, you need to win big. Later stage investing is a bit easier. You can pick winners in that business more easily. But so can everyone else. Each deal is an auction and the winner pays the highest price.

So the next time you are bidding one VC against another, maybe you can feel just a bit of empathy for us. We are in a tough business, trying to make a buck to live to fight another day. Just like everyone else.

Ensure you have all the necessary equipment

It?s extremely important to have equipment that you can rely on and that is appropriate for the conditions you?ll be in. If you?re a first time diver, most teachers have all the necessary equipment for you to loan, but it is still a good idea to have a general idea of what you should be using when in the water. The most important piece to have with you is a scuba regulator ? you want to ensure it works with a variety of applications and different conditions such as warm or cold water, and deep or shallow water. Other pieces you?ll need include a wet or dry suit, octos (an alternate air source), buoyancy compensator, mask and fins.

Doc?s ProPlugs can be worn for a variety of water sports and diving events to help prevent infections such as Swimmer?s Ear. Swimmer?s Ear is a common inflammation that can affect anyone who spends a lot of time in the water. It is extremely painful and can quite easily ruin your scuba diving plans if not avoided at all costs. As with most things, prevention is always easier than the cure. Shield your ears from the water and you can dive to the deepest depths without feeling ear discomfort. Doc?s ProPlugs are vented to allow for safer equalization when diving.

Communication

There are a variety of communicative tools available to divers. There are microphones, slates that can be written on and the use of hand signals. If you will be diving with an instructor the basic hand signals should be covered. It is one of the most common ways for divers to communicate with each other as they can be seen and understood from quite a distance.

Bring home the memories

For many this will be a once in a lifetime experience, so make sure you take the time to explore the marine life around you and make sure you take lots of photos ? you?ll regret it if you don?t. You can either invest in a good underwater camera or find a reputable place to rent one. While booking your scuba diving activity, make sure to ask the instructor if you?ll need to buy any equipment including an underwater camera or if they are available to borrow.

Get the most of the dive

By breathing properly and consuming your air efficiently you won?t have to cut your dive short. Breathe deeply and slowly, try to restrict movement when possible, make sure your gear is streamlined, stay horizontal for as long as possible and relax. Preserving the air you have will ensure you get to see all that you can.

With these tips you?re sure to have the best diving experience possible.

Trustworthy mating advice deepens bond between straight women and gay men

Feb. 20, 2013 ? Why do straight women and gay men form close relationships with one another? A new psychology study from The University of Texas at Austin suggests the glue that cements these unique relationships is honest, unbiased relationship advice.

The study, published online in the February issue of Evolutionary Psychology, is the first to provide empirical evidence that the emotional closeness shared by straight women and gay men is rooted in the absence of deceptive mating motivations.

"Friendships between straight women and gay men are free of hidden mating agendas," says Eric Russell, lead author of the study and visiting psychology researcher at The University of Texas at Austin. "They may be able to develop a deeper level of honesty because their relationship isn't complicated by sexual attraction or mating competition."

As part of the study, Russell and his colleagues from Texas Christian University presented 88 heterosexual women, and 58 homosexual men with the Facebook profile of a person named Jordan. The profiles were identical, except for Jordan's gender and sexual orientation. During the time of the study, the respondents believed the researchers were examining how online profiles influence friendships.

Participants were told to imagine they were at a party with Jordan, and he/she gave them romance-related advice. They then assessed the degree to which they would trust this advice.

According to the results, straight women perceived advice offered by a gay man to be more trustworthy than advice offered by a heterosexual man or woman. Similarly, the gay male participants perceived a straight woman's love advice to be more trustworthy than the same advice offered by a homosexual man or woman.

The researchers theorize that women may have conflicts of interests with other women and straight men. Other women are potential competitors, and straight men may discourage relationships with other men and steer women toward themselves. Gay men, however, don't have these conflicts with straight women, so they may be uniquely positioned to provide mating-relevant advice and support that is not tainted with ulterior motives from sexual rivalry or sexual attraction.

'Space Shuttle Atlantis' exhibit opens June 29

The new logo for the "Space Shuttle Atlantis" exhibit is unveiled by astronaut Jon McBride (left), Delaware North President Rick Abramson and Bill Moore, chief operating officer of the Kennedy Space Center Visitor Complex in Florida on Thursday,

By Robert Z. Pearlman

NASA's final space shuttle to fly in space will be exhibited to the public in a facility that bears simply the retired orbiter's name, officials announced on Thursday.

NASA's Kennedy Space Center Visitor Complex in Florida, which will host the retired shuttle Atlantis, also revealed the logo for its new 90,000 square-foot, $100 million "Space Shuttle Atlantis" exhibit, which will be used on monument signage at the entrance and on a variety of retail merchandise, marketing and promotional materials when the building opens to the public on June 29.

"Although the multimillion-dollar interactive exhibit encompasses much, much more than the display of Atlantis, there is no denying she is truly the star of the show," said Bill Moore, chief operating officer of the visitor complex.

NASA retired its veteran shuttle fleet in July 2011, after Atlantis flew the 30-year shuttle program's 135th and final mission. The space agency then awarded the orbiters?to museums and science centers in Virginia, New York and California, but decided to keep Atlantis for its own Florida spaceport public attraction.

NASA and Delaware NorthCompanies Parks and Resorts, the company contracted by the space agency to operate the visitor complex at no taxpayer expense, worked with the St. Louis design firm PGAV Destinations to develop the name and logo for Atlantis' display.

collectSpace.com

Space shuttle Atlantis, as seen shrink wrapped and angled for its display in the "Space Shuttle Atlantis" building, on Thursday.

Hundreds of name combinations were considered but the parties agreed that the name needed to convey "emotion, fun, excitement and inspiration," and should be easy for adults and children to understand, repeat and remember. Ultimately, the partners chose to go with a simple name that they felt resonated the most powerfully with guests: Space Shuttle Atlantis. [Rare Last Look Inside Shuttle Atlantis (Photos)]

'Space Shuttle Atlantis'
"We know that this majestic beauty, which safely ferried men and women to space and back on 33 successful missions, is the real reason that our guests will travel thousands of miles, across oceans and across continents to visit Kennedy Space Center Visitor Complex to see her in all her glory," Moore said of Atlantis.

"There are no words to accurately describe the emotions and insights guests will gain when this attraction opens this summer, for there has truly never been anything like it before. Therefore, we decided to be true to the heart and soul of the exhibit and name it simply and reverently, 'Space Shuttle Atlantis,'" he said.

According to Mike Konzen with PGAV Destinations, the exhibit's logo was created using a gradient of fiery oranges to represent the space shuttle's launch and re-entry into Earth's atmosphere. These symbolic colors were also used in the metallic "swish" to represent the re-entry of the shuttle on the outside of the orbiter's new building.

The light-to-dark range in the logo's lettering is meant to convey the excitement and drama of the shuttle program while the iconic silhouette of the orbiter, or shuttle, is used to represent the "A" in Atlantis. The NASA insignia ? or, as it is affectionately referred to, the "meatball" ? serves as a reminder in the logo of the "pride and patriotism" in America's space program, while "Kennedy Space Center" pays tribute to the birthplace of the United States' spaceflight efforts and the launch site for each of the shuttle program's 135 missions.

Milestones moving forward
The visitor complex broke ground for the "Space Shuttle Atlantis" exhibit in January 2012. Atlantis itself was rolled the short distance from its former Kennedy Space Center processing facilities to its display facility 11 months later.

Thursday's reveal of the name and logo, as well as the opening date, marked the latest milestone since Atlantis arrived in the six-story building, was raised off the ground on its display pedestals and then was wrapped in plastic to protect it from gathering dust as the final construction of the building and exhibit continued.

The next milestone is scheduled to begin next month, with the installation of full-scale replicas of the shuttle external fuel tank and twin solid rocket boosters at the entry to the "Space Shuttle Atlantis" exhibit. These components of the space shuttle "stack" will serve as a gateway, with guests walking beneath the massive orange tank, which will be suspended 24 feet (7 meters) above the ground and will be mounted between the two white rocket boosters that reach 185 feet (56 meters) into the air.

Installation of the entryway structure is slated to be completed by June.

Construction continues on schedule inside the exhibit as well. In May, Atlantis will be uncovered from its protective shrink wrap. The orbiter'scargo bay doors will be opened and a full-scale model of the Hubble Space Telescope will be installed inside the building along with some 60 other exhibits and artifacts.

Atlantis' replica Canadarm robotic manipulator, or arm, will also be extended and suspended from the 115-foot tall (35 meter) ceiling.

The "Space Shuttle Atlantis" exhibit presents the shuttle at a tilt of 43.21 degrees, showcasing Atlantis as if it were in space. Guests will view Atlantis as only the astronauts from its 33 missions have previously had a chance to see it from their vantage aboard the International Space Station.
